Multi-Sectoral Development Programme(MSDP)

Government of India selected 3 blocks and 8 Towns covering 7 districts having population of 25% or more and having Socio-Economic and basic parameters below the national average for the implemation of MSDP.

 

The programme aims at improving the Socio-Economic conditions of Minorities and providing basic amenities to them for improving the quality of life of the people and reducing imbalance in the identified Minority concentrated areas.

 

The project taken up under MSDP would be related to the provisions of better infrastructure for Education, Skill development, Health, Sanitation, Housing and Drinking Water etc..

12th Five Year Plan

With an intention to extend the MSDP, the Government of India Ministry of Minority Affairs selected following Seven (7) Districts with 11 Blocks having a Minority population of 25% or more and having socio economic and basic parameters below the national average for the implementation of MSDP to the following towns/blocks in Karnataka during 12th Five Year plan.

The thrust of the MSDP is to address the “Development deficits” brought out by a base line survey to improve the socio economic para- meters and the basic amenities para-meters of the district as a whole, so as to bring these areas at par with the national average. Critical infrastructure linkages that are required for optimizing service, economic opportunities which can act as a catalyst could also be taken up under this programme. The MSD Plan of a district has to be prepared in a manner that the district is saturated with schemes included in the Prime Ministers New 15 Points Programme for the Welfare of Minorities.

 

Priority for location of social and economical infrastructure is given to Villages, Blocks, Localities having a substantial population of Minority communities. The Plan shall be prepared based on the baseline survey of the district carried out under the aegis of the Indian Council of Social Science Research, New Delhi (Data available in Website) or any suitable professional agency. The data of caste wise census conducted recently by the Panchayat Raj Department and the current population data of 2011 census growth rate of population from 2001-2011 and sex ratio data may be utilized while preparing the MSD Plan.

The MSD Plan shall prepared as per the guidelines issued by Government of India after identifying the locations and cluster of villages where the population of Minorities is more than 50%. The Plan should bring out the development deficits identified by the survey. The Committee should ensure that there is no duplication with other public funded schemes with similar objectives being implemented in the targeted districts.

 

The need based detail project report for each block has to be prepared for a project cost of Rs. 10.00 Crores in case of physical infrastructure and Rs. 5.00 Crores for other projects. The DPR has to be prepared by the department concerned as the executing agency. The proposed projects should be sustainable and assets created with care so that they are useful and can be maintained after completion. It is also requested to Ensure that the Village Level Committee, Block Level Committee, and the District level Committees are constituted and the proposals vetted and approved by these Committees as per the guidelines issued by Government of India.
